2010 (codifi\u00e9 \u00e0 l\u2019article 1498 bis du CGI) pr\u00e9voit la r\u00e9vision des valeurs locatives des locaux professionnels et en d\u00e9fini les nouvelles r\u00e8gles de fixation. La valeur locative des locaux professionnels sera d\u00e9sormais d\u00e9termin\u00e9e \u00e0 partir de grilles tarifaires refl\u00e9tant l\u2019\u00e9tat du march\u00e9 locatif local. Ces grilles tarifaires devront \u00eatre mises \u00e0 jour chaque ann\u00e9e \u00e0 partir d\u2019une collecte des loyers :<\/p><ul><li>effectu\u00e9e directement aupr\u00e8s des propri\u00e9taires des locaux la premi\u00e8re ann\u00e9e de mise en place de la r\u00e9vision ;<\/li><li>d\u00e9clar\u00e9s par les professionnels qui les occupent les ann\u00e9es suivantes. Ce dispositif est appel\u00e9 la \u00ab mise \u00e0 jour permanente \u00bb des loyers.<\/li><\/ul><p><u>Principes l\u00e9gislatifs (article 1498 bis et Article 37 de la loi de finances 2012) :<\/u><\/p><ul><li><u>Support de l\u2019obligation d\u00e9clarative<\/u> : la d\u00e9claration de r\u00e9sultat (d\u00e9mat\u00e9rialis\u00e9e);<\/li><li><u>Contenu de l\u2019obligation d\u00e9clarative<\/u> : les informations relatives \u00e0 chacun des locaux dont les professionnels sont locataires au 1er janvier de l&rsquo;ann\u00e9e de d\u00e9p\u00f4t de la d\u00e9claration de r\u00e9sultat. Il s\u2019agit principalement du loyer annuel de chaque local.<\/li><li><u>D\u00e9but de l\u2019obligation d\u00e9clarative<\/u> : \u00e0 compter du 1er janvier 2014<\/li><\/ul><p>Afin que la DGFiP puisse correctement identifier les locaux pour lesquels les loyers auront \u00e9t\u00e9 d\u00e9clar\u00e9s, il est imp\u00e9ratif que les usagers utilisent un num\u00e9ro propre \u00e0 la DGFiP d\u00e9nomm\u00e9 \u00ab<strong>num\u00e9ro invariant<\/strong>\u00bb. Ce num\u00e9ro doit \u00eatre \u00e0 la disposition des usagers en amont.<\/p><p>Ce nouvel outil \u00ab\u00a0Web-REQUETE\u00a0\u00bb permet donc de requ\u00eater les bases de l\u2019Administration pour obtenir les informations relatives aux locaux par SIREN. Dans le cadre de la r\u00e9vision fonci\u00e8re, une obligation pour les entreprises de d\u00e9clarer leur loyer via Edi-TDFC est en oeuvre, d\u00e9claration \u00ab DECLOYER \u00bb qui devra inclure les donn\u00e9es remont\u00e9es par Web-REQUETE.<\/p><h4>Cin\u00e9matique des flux Web-REQUETE<\/h4><p>L\u2019objectif de Web-REQUETE est de vous permettre de r\u00e9cup\u00e9rer des informations utiles pour vos futures d\u00e9clarations des Loyers en TDFC, informations dont seule l\u2019Administration dispose.<\/p><ol><li>Pose d\u2019une requ\u00eate sur le redevable (SIREN)<\/li><li>La DGFiP retourne un accus\u00e9 positif si des informations existent pour le SIREN en question ; dans ce cas, un fichier au format CSV (Excel) sera fourni par le portail pour vous permettre de r\u00e9cup\u00e9rer les informations retourn\u00e9es par la DGFiP (ROF CFE, Invariant, \u2026)<\/li><li>Le fichier est t\u00e9l\u00e9chargeable depuis le \u00ab Suivi des T\u00e9l\u00e9d\u00e9clarations \u00bb, dans votre espace priv\u00e9
